Ralph M. Phillips received his B.A. from the University of California at Santa Barbara in 1970. He is a 1975 graduate of California Western School of Law in San Diego, California.

Phillips is licensed to practice before all California State Courts as well as all Federal District courts in California, the Ninth Circuit Court of Appeals, and is a member of the bar of the United States Supreme Court. He is an active member of the Los Angeles County Bar’s Labor and Employment Section, the AFL-CIO’s Lawyers Coordinating Committee (“LCC”) where he has served as a Board Member of the LCC, and the American Bar Association’s Labor and Employment Section.

Phillips has dedicated his practice to the representation of working men and women through their chosen bargaining representatives as well as labor-management trust funds in California and elsewhere exclusively for more than forty years. Phillips began his practice in San Diego, California with the labor law firm of Domnitz & Prochazka. He later practiced at Reich Adell & Crost in Los Angeles before joining Pappy Kaplon Vogel & Phillips in 1980. Five years later, Phillips became a founding partner in Wohlner Kaplon Phillips Young & Cutler, where he handled all aspects of Union representation, including contract negotiations, arbitrations, and appearances before the National Labor Relations Board, as well as litigation in federal and state courts.

In November, 2015, Phillips became a founding partner, along with Lewis N. Levy, in the labor law firm of Levy Phillips APC where he continues to represent his labor union clients and Taft-Hartley trust funds providing health and welfare and retirement benefits to thousands of Union-represented workers. Most recently, Phillips has been instrumental in expanding the firm’s practice and bringing his expertise in employment matters to individual plaintiffs in State and Federal wage suits and select wrongful termination matters.
